Kirishima Gakuen Seitokai Shikkou-bu

This is a youth story set in the student council of a girls' school, where the girls work for "freedom and hope." Ugaki Hiyori, a first year high school student, is disturbed by a strange man who becomes involved with her on the morning train. Hiyori is supposed to like school, but recently she has been feeling uncomfortable leaving home. When she puts her advice in the student council suggestion box, an unexpected person helps her.
