Inudou Jin argues that the act of living is to absorb evil. Scouted by the shadowy boss of the political world, Hayama Doyama, Inudou is sent to the Nishiyamada mayoral election, which will determine the next political situation, as a campaigner. Furumune of the ruling Democratic Liberal Party is running against Katayama, an independent. Inudou declares that if things continue as they are, they will suffer a major defeat, and begins his activities in secret. The real enemy is not the opposition alliance or Katayama, but Inobe, the secretary-general, who is trying to bring down Sarumaru, the deputy prime minister manipulated by Hayama. The enemy campaigner is Kuroiwa. First, Inudou tracks down the female office worker who is the spy. He also learns that Emiko, a woman in charge of commercial law processing in Katayama's camp, was Katayama's accomplice, and that their relationship has already cooled.
